California Home Inspectors Legislative Action Coalition (CHILAC)
CREIA is the only association in California that lobbies and advocates for the home inspector. Due to a heavy and ongoing legislative season, the California Home Inspectors Legislative Action Coalition (CHILAC)—previously known as the California Coalition of Home Inspectors—was created to build consensus among inspectors regarding state legislation.

CREIA’s Legislative Advocates, Desmond & Desmond LLC, monitor pending bills, meet with members of the legislature, and provide strategic advice to the CREIA Board and Legislative Committee. Please check back regularly for updates on legislation that could affect your business.

OUR PURPOSE
The Coalition is formed to:

• Gain Insight: Understand the unique challenges faced by California’s home inspection community regarding state laws.
• Facilitate Communication: Disseminate timely legislative information to the home inspection community.
• Pool Resources: Efficiently share the costs associated with monitoring and developing legislation.

OUR MEMBERSHIP
Membership in CHILAC consists of:

• Members in good standing of the California Real Estate Inspection Association (CREIA).
• Individual California home inspectors in good standing who contribute to CHILAC.
• California chapters of approved associations who contribute to CHILAC.

OUR STEERING COMMITTEE
The Steering Committee oversees coalition activities and ensures broad representation:

• Leadership: The Chairman is a CREIA member in good standing, appointed by the CREIA Chairman of the Board for a renewable one-year term.
• Composition: The Chairman appoints four additional eligible members to form a five-person committee reflecting a wide spectrum of California home inspectors.
• Responsibility: Members are responsible for soliciting feedback from and disseminating information to their respective constituents on a voluntary basis.

FUNDING & LEGISLATIVE EFFORTS

• Funding: The Steering Committee develops fundraising campaigns for legislative expenses. All funds are held in a specific CHILAC line item within the CREIA account and are disbursed with approval from the CREIA Treasurer. Should the coalition disband, remaining funds are reserved for future California-specific legislative needs.
• Advocacy: CREIA retains a professional Legislative Advocate to provide advice and assist in industry-specific efforts. The Chairman of the CREIA Legislative Committee shares these updates with the CHILAC Steering Committee.

MEETINGS & SUPPORT
Most information is exchanged via email or virtual meetings for convenience. Additionally, an annual CHILAC membership meeting is held during the CREIA Conference.
